The birthrate of Japan is low, but lower in Taiwan

Today I heard a news about Taiwan's birthrate, and it seems close to only 1 baby a couple.  This rate is lower than Japan. I believed the birthrate of Japan is the lowest among the advanced countries. But if this news is true, Taiwan is more serious.
